Water travels between units
A supply-line leak, failed AC drain or shower pan above can wet the unit below. The unit with the mold isn't always the one with the leak.

Get a Free QuotePelican Bay is a 3.4-square-mile community in North Naples on the Gulf, south of Naples Park, with Vanderbilt Beach Road to the north. Its housing looks very different from most of Collier County. According to ACS 2024 5-year estimates, 70.4% of Pelican Bay's housing units are in buildings with five or more units. That is the highest multi-unit share of any community this site covers; the county figure is 36.3%.
The same Census data shows 41.8% of all units are vacant for seasonal, recreational or occasional use, and 94.5% of year-round homes are owner-occupied. Median year built is 1993. In short: many owner-held units in multi-story buildings that sit closed part of the year.
Stacked units and long absences change where moisture starts and who has to deal with it.
A supply-line leak, failed AC drain or shower pan above can wet the unit below. The unit with the mold isn't always the one with the leak.
Condo & HOA moldNOAA hourly observations show dew points at or above 70°F in roughly 93–99% of June–September hours in Naples (our own average of 2015–2024 data). A sealed unit with the AC off can grow mold.
Seasonal home moldA clogged condensate line or sweating coil in a closet air handler can keep nearby drywall damp for weeks.
AC & HVAC moldThe western edge of Pelican Bay borders Clam Bay, a mangrove estuary and conservation area that developer WCI deeded to Collier County in 1982 along with Clam Pass Park and beach parking. Hurricane Ian also knocked out power across much of the Naples area, Pelican Bay included, and an outage in late-September heat means no air conditioning to pull moisture out of a closed unit.
Condo responsibility, briefly: Florida's condo statute does not mention mold. s. 718.113(1) assigns common-element maintenance to the association, and s. 718.111(11)(f) and (j) split insurance and repair duties between association and owner. Your declaration and insurance policies control. This is general information, not legal advice.
Pelican Bay is unincorporated Collier County, so County permit rules apply. The County says, "All commercial and multi-family buildings will require a permit for any work performed," which covers rebuild work in condo buildings after mold tear-out.

We help you get quotes from Florida-licensed assessors and remediators. Florida's 12-month rule (s. 468.8419) generally keeps the assessor and remediator as separate companies, except Division I certified contractors under the statute.
If a common element may be the source, written findings help the board sort out next steps. See the process.

It depends on where the water came from, your declaration and the insurance split in Florida law. s. 718.113(1) makes common-element maintenance the association's job, while s. 718.111(11)(f) leaves items such as wall and floor coverings to unit owners. No statute names mold. This is general information, not legal advice; ask your association's attorney.
Water can. A leak from a unit above, a shared riser or a common wall can wet drywall in the unit below, and EPA's mold guide says that if you clean up mold but don't fix the water problem, the mold will most likely come back. A licensed assessor can help trace the moisture source before anyone opens walls.
Not always. EPA's mold guide says, "In most cases, if visible mold growth is present, sampling is unnecessary." Testing can still help when the source is hidden, when an association or insurer asks for documentation, or when you want clearance testing after the work. In Florida, the assessor and remediator are typically separate companies.
UF/IFAS advises leaving the air conditioner set no higher than 85°F, because periodic AC operation removes moisture. LCEC's vacant-home guide suggests running the AC two hours a day on a timer or using a humidistat set to 65 percent. Have someone check the unit regularly, as UF/IFAS recommends.
